PERFORMANCE OBJECTIVES

By the end of the lesson, the pupils should have attained the following objectives – identify the problems facing the governmental at different level.

 

 

ENTRY BEHAVIOURS

The pupils can identify some of the problems facing the government such as poor infrastructure, etc.

 

 

INSTRUCTIONAL MATERIALS

The teacher will teach the lesson with the aid of chart showing some of the common problems facing the government.

 

 

METHOD OF TEACHING

Choose a suitable and appropriate methods for the lessons.

Note – Irrespective of choosing methods of teaching, always introduce an activities that will arouse pupil’s interest or lead them to the lessons.

CONTENT OF THE LESSON

LESSON 1 – INTRODUCTION

A government is the system where group of people governing an organized community, often a state. The process of governing a state is more difficult at all levels of government.

 

LEVELS OF GOVERNMENT IN NIGERIA

Government in Nigeria consists of three separate levels,

1. The federal government

2. The state governments

3. The local governments.

 

Each of them has their own independent problems as well as collective problems. Independent problems are problems that are peculiar to a particular government while collective problems are problems that affect them all as a whole government. So also is their solutions.

 

THE FEDERAL GOVERNMENT OF NIGERIA

The Federal Government of Nigeria is the top level government with three arms – legislative, executive, and judicial. The constitution provides a separation of powers and check and balance of powers among the three arms. Federal government is the government that controls and manages the public affairs of the state at the federal level.

 

PROBLEMS OF FEDERAL GOVERNMENT

1. Economy problems.

2. Healthcare problems.

3. Education problems.

4. National safety and Insecurity problems.

5. Religious and ethics crisis.

6. Bribery and Corruption.

7. Inactive participation.

8. Tax problems.

9. The issue of secession.

10. Revenue allocation.

11. Power sharing formula.

 

 

LESSON 2 – THE STATE GOVERNMENT

State government the second level of government. State Government is the government that controls and manages public affairs at the state level. The affairs of many local governments is under the state government. A state government is much bigger than the local government. The state government is headed by a governor and assisted by a commissioner, special advisers, etc.

 

PROBLEMS OF STATE GOVERNMENT

1. Financial problems.

2. Bribery and Corruption.

3. Disagreement between federal, state and local government.

4. Sharing formula between federal, state and local government.

5. Resources management between federal, state and local government.

6. Religion Intolerance.

7. Ethic crisis.

8. Poor maintenance culture.

9. Inadequate infrastructure.

10. Overpopulation.

11. Tax problems.

 

 

LESSON 3 – THE LOCAL GOVERNMENT

Local government is the level of government that is very close the people. It is known as grassroot government. Local Government is the government that controls and manages the public affairs at the grassroot level.

 

PROBLEMS OF LOCAL GOVERNMENT

1. Local government autonomy.

2. Inadequate funds.

3. Limited authority and power.

4. Bribery and Corruption.

5. Lack of dedication to work.

6. Inability to maintain law and order.

 

 

PRESENTATION

To deliver the lesson, the teacher adopts the following steps:

1. To introduce the lesson, the teacher revises the previous lesson based what he/she has taught the pupils or the lesson learnt by them.

2. Teacher organizes the pupils into groups depends on the size of class.

3. Teacher displays chart showing the current president, state governor and local government of their locality to identify by name. For example – the residential state and local government.

Pupil’s Activities – The pupils state the name of current and previous president of Nigerian, state government and local government chairman.

4. Teacher displays another chart showing some of the problems and crisis at the different levels of government.

Pupil’s Activities – The pupils identify the some of these problems of government in Nigeria.

5. Teacher uses the chart and the pupil’s relevant responses to introduce and leads a class discussion on different levels of government and their problems.

6. Teacher summarizes the lessons on the board using appropriate lesson evaluation.

Pupil’s Activities – The pupils participate actively in the summary of the lesson by responding correctly to most of the questions and write as instructed.

 

 

CONCLUSION

To conclude the lesson for the week, the teacher revises the entire lesson and links it to the following week’s lesson.
