ENTRY BEHAVIOUR
Pupils have previously learned the meaning of governance, types of governance, and features of good governance.
This lesson builds on that knowledge by introducing the structure of government in Nigeria and showing how responsibilities are shared among the Federal, State, and Local Governments.

CONTENT OF THE LESSON
INTRODUCTION
Many pupils have seen or heard about government leaders such as the President, Governor, and Local Government Chairman. These leaders work at different levels to manage the affairs of the country, state, and local government. Government is divided into different levels so that responsibilities can be shared and services can reach the people.
In this lesson, pupils will learn the meaning of governance structure, the three levels of government in Nigeria, examples of leaders and institutions at each level, and how the government structure is arranged in a simple chart.
LESSON 1 – MEANING OF GOVERNANCE STRUCTURE
A governance structure is the way different levels, offices, and institutions of government are arranged to lead and manage a country.
In Nigeria, government is organised into three levels:
- Federal Government
- State Government
- Local Government
1. Federal Government
The Federal Government is the government that manages affairs that concern the whole country.
Examples of federal leaders and institutions include:
- The President
- The National Assembly
- Federal ministries and agencies
- The Supreme Court
2. State Government
The State Government manages the affairs of a particular state.
Examples include:
- The Governor
- State House of Assembly
- State ministries
- State courts
3. Local Government
The Local Government manages affairs at the local community level.
Examples include:
- The Local Government Chairman
- Councillors
- Local government departments
- Local services and facilities

IMPORTANCE OF GOVERNMENT STRUCTURE
A clear government structure helps to:
1. Divide responsibilities among different levels of government.
2. Bring government closer to the people.

SIMPLE EXAMPLE

SUMMARY
