CONTENT OF THE LESSON
INTRODUCTION
Pupils have seen government officials, traditional rulers, soldiers, and people voting during elections. They have also seen government provide schools, hospitals, roads, and security in their communities. These activities show that government is responsible for leading the people and providing important services.
In this lesson, pupils will learn the meaning of government, the different types of government, and how each type helps to lead and serve the people.
LESSON 1 – MEANING OF GOVERNMENT
Government is the group of people who make laws, lead a country, state, or community, and provide services for the people.
Government works to maintain peace, protect lives and property, and promote the welfare of citizens.

LESSON 2 – DEMOCRATIC GOVERNMENT
A democratic government is a government in which the people choose their leaders through free and fair elections.
Features of Democratic Government
- People vote during elections.
- Citizens enjoy freedom of speech.
- Leaders are elected for a specific period.
- The rule of law is respected.
TRADITIONAL GOVERNMENT
A traditional government is a system of leadership headed by traditional rulers such as kings, chiefs, emirs, obas, or obis.
Features of Traditional Government
- Leadership is usually based on tradition or inheritance.
- Traditional rulers help to settle disputes.
- They promote peace and preserve culture.
- They advise government on community matters.
MILITARY GOVERNMENT
A military government is a government controlled by the armed forces after taking over power, usually without an election.
Features of Military Government
- Leaders are soldiers.
- People do not elect the leaders.
- Military rule is usually temporary.

SUMMARY
In this lesson, pupils learned that government is the group of people who lead a country, state, or community, make laws, and provide services for the people. They learned the three main types of government taught at this level:
